The platform organizes state-level policies, legislative developments and educational materials in one searchable location.
The July 2026 launch follows years of policy and advocacy work by founder Thomas Silvera. During that time, he repeatedly encountered the same obstacle: a law might exist, but finding its current language, understanding where it applies and tracing it to an authoritative source could require visits to several government and organizational websites.
That difficulty has consequences beyond an inconvenient search. Health policies can affect how childcare centers prepare for anaphylaxis, how schools respond to medical emergencies and what protections are available in public settings. Yet some families and community advocates may not know the bill number, statute citation or government agency needed to begin their research.
PolicyPantry approaches the search from a more familiar starting point. Users can look for information according to their state, the health condition involved and the setting in which a policy applies. Initial areas include childcare, schools, higher education, camps and restaurants, among other environments where allergy and asthma preparedness may be important.
“Policy can shape whether families and communities are protected, but people cannot use information they cannot find or understand,” states Silvera. “I created PolicyPantry to bring these laws and resources into one accessible place and help people move from searching for answers to becoming better informed and more empowered to take action.”
Along with its state-by-state public health policy database, PolicyPantry directs readers to primary or authoritative sources so they can review and verify the underlying material. Educational resources explain parts of the policymaking process and provide context for people interested in legislative advocacy. The platform is intended for families, educators, healthcare professionals, researchers, policymakers, advocates and community organizations.
Silvera’s work in this area began under deeply personal circumstances. In 2017, his three-year-old son, Elijah, died following an anaphylactic reaction at a New York City childcare facility. Elijah had a known dairy allergy, and the facility had received his allergy emergency information. His death led Silvera and his family to advocate for stronger safeguards in childcare environments.
Those efforts contributed to the passage of Elijah’s Law in New York. The law requires the development of guidelines for preventing, recognizing and responding to anaphylaxis in childcare programs. Similar measures have since advanced in other jurisdictions, reflecting broader attention to food allergy preparedness and emergency response.
While working across multiple states, Silvera saw how difficult it could be to locate and compare laws housed on legislative websites, agency pages and regulatory databases. PolicyPantry grew from that experience. The platform is designed to preserve links to source material while presenting the information through a structure that does not require prior knowledge of legal terminology.
The current beta marks the first stage of a broader national resource. PolicyPantry plans to update entries as laws change, expand its coverage and add further areas of public health policy. The platform does not provide legal advice, and its materials are not a substitute for guidance from a qualified attorney or the responsible government authority.
