NEI General Contracting Awarded William A. Lawson Institute Expansion Project

Project will add close to 90,000 SF of affordable senior housing to Houston's Third Ward

MISSOURI CITY, TX / ACCESS Newswire / December 11, 2025 / NEI General Contracting, an award-winning general contracting firm, announced today it has begun construction of the WALIPP Senior Residence Expansion Project for the William A. Lawson Institute for Peace and Prosperity (WALIPP) in Houston's Third Ward. Developed by Volunteers of America National Services (VOANS) and WALIPP, the new buildings will support WALIPP's mission of strengthening the community through programs that provide educational support, affordable housing, and legal aid.


VOANS oversees an affordable housing network of more than 230 properties in 38 states and Puerto Rico, and its nationwide portfolio has grown to over 13,000 affordable units. These include large urban complexes, small rural developments, elderly housing, multi-family housing, and housing for those with disabilities. NEI is actively involved with VOANS on other affordable communities, including Northway Landing, Buckingham Gardens, and Thomas Square Apartments in Texas.

The expansion of the senior living community at WALIPP comes at a time when many older adults are facing the dilemma of wishing to live independently but finding it increasingly costly to do so. When complete, the additional apartment buildings on the WALIPP campus will add 102 affordable units.

In addition to the infusion of new affordable senior housing units, the WALIPP project will also create opportunities for local building trades to engage in the construction process. NEI has an established track record of engaging with vocational programs and schools across its project footprint. This will create opportunities for local youth and those interested in entering the construction industry to learn about the building trades and pathways to a career under the guidance of NEI employees.
